Chhattisgarh Infotech Promotion Society has teamed up with Salesforce to deploy MuleSoft as the backbone of Digital Dwaar, Chhattisgarh's unified API-based data exchange system for government departments.
The project centres on a single platform through which state departments can publish and consume data services. CHiPS, the state's nodal agency for e-governance, said it replaces fragmented processes and manual coordination that had slowed data-sharing across government.
Digital Dwaar is a central API exchange designed to give departments governed, real-time access to data. The state has adopted an API-led integration model with centralised visibility and control over data flows.
The shift is intended to cut the time needed for departments to exchange information, a process that had taken days or weeks in some cases. Under the new arrangement, data can be accessed instantly through APIs, according to the organisations involved.
Watsoo, a Salesforce consulting partner, carried out the implementation. Standardised integration frameworks were also introduced to support consistency and security across departments as more systems connect to the platform.
State governments in India face growing pressure to modernise public services as digital programmes expand and citizens expect faster access to services. In that context, back-end integration has become a core issue because many departments still rely on separate systems that do not easily share information.
For Chhattisgarh, the effort is part of a broader push to build a more connected digital governance structure under the wider Digital India agenda. The state said centralised monitoring has strengthened data security and compliance, while real-time data availability has improved decision-making and service fulfilment.
The organisations did not disclose financial terms. They said the work has already reduced manual data exchange and shortened integration timelines across departments.
Platform model
The unified exchange reflects a growing model in public-sector technology projects, as governments seek to standardise how systems communicate rather than add one-off integrations between departments. That approach can simplify oversight because a nodal agency can monitor traffic, enforce standards and set access rules from a central point.
In Chhattisgarh's case, CHiPS is expected to oversee the expansion of Digital Dwaar as more departments and applications are connected. The roadmap includes wider API integration across state systems, as well as further work on governance and security frameworks.
The state also sees the platform's data layer as a foundation for analytics and policy work. Its long-term aim is to use the maturing system to support more proactive public services.

A former CHiPS executive described the project as a structural change in how departments handle information and deliver services.
