Blue Cloud wins BSNL empanelment for private networks

Blue Cloud Softech Solutions has been empanelled by Bharat Sanchar Nigam Limited (BSNL) as a Captive Non-Public Network Provider under Category III, allowing it to work with BSNL on enterprise private network projects across India.

Private network role

The 60-month agreement, subject to its terms, allows Blue Cloud to collaborate with BSNL on the planning, design, deployment, commissioning and maintenance of captive private network services for enterprise customers.

Captive Non-Public Networks (CNPNs) are private communications networks built for enterprises' internal operations rather than public consumer use. In India, they are increasingly tied to digital modernisation efforts in factories, logistics sites, utilities, healthcare settings and other operations that require dedicated connectivity.

The empanelment makes Blue Cloud eligible to participate in CNPN projects with BSNL, but does not guarantee any specific business or revenue. Any financial impact will depend on whether projects are won under the framework.

The development gives the Hyderabad-based technology company an entry into a telecoms segment focused on private 4G and 5G networks for businesses. These systems are typically used by companies seeking greater control over network performance, security and coverage than public mobile networks alone can provide.

BSNL, India's state-owned telecoms operator, plays a nationwide role in fixed and mobile communications and has been expanding its position in enterprise connectivity services. By empanelling providers under this model, it can work with outside companies on bespoke private network deployments for corporate and industrial users.

For Blue Cloud, the agreement expands its presence in telecoms and enterprise technology alongside its broader work in artificial intelligence, cybersecurity, healthcare technology and digital transformation services. The company added that the move follows the grant of its Department of Telecommunications Unified Licence as a Virtual Network Operator.

Growing opportunity

The CNPN market has drawn growing attention as manufacturers and infrastructure operators seek to connect sensors, machines, vehicles and workers over dedicated wireless networks. Such networks are often linked to industrial automation, smart campuses, remote monitoring and communications systems used at sites where reliability is critical.

India's policy framework has gradually opened the way for enterprises to adopt private networks through arrangements with licensed telecom providers. That has created opportunities for technology and systems integration companies that can work with operators on the design and installation of sector-specific networks.

Blue Cloud said the empanelment creates scope to pursue projects in manufacturing, logistics, utilities, healthcare, smart campuses, mining and other sectors. These are among the most discussed use cases for private networks because they often involve large sites, connected equipment and a need for localised network management.

While the company described the move as strategically significant, the commercial outcome remains uncertain until contracts are secured. Empanelment gives a provider recognised status within BSNL's framework, but it is not the same as a project award.

That distinction matters for investors because companies in fast-moving telecom and digital infrastructure segments often announce framework agreements or eligibility approvals before any clear revenue stream emerges. Here, Blue Cloud explicitly said any financial impact will depend on projects actually secured.

Strategic expansion

Management described the agreement as an endorsement of the company's position in the enterprise connectivity market.

In a second statement, Management linked the BSNL empanelment to Blue Cloud's broader telecoms strategy.

"This empanelment further strengthens the company's telecom capabilities following the grant of its DoT Unified Licence (VNO) and positions Blue Cloud to participate in emerging enterprise private network opportunities across smart manufacturing, logistics, healthcare, utilities, industrial IoT and AI-enabled digital infrastructure. It reinforces the company's long-term strategy of delivering advanced enterprise connectivity and next-generation digital transformation solutions across multiple industry sectors," added Management.
